Do you think randomly drug testing those on welfare with prior drug convictions is "fair" to their children?

I say the children are already suffering because one or both parents are on drugs and therefore not parenting the children. Those children would be better off with a respectable family member or in foster care. As for who pays for testing, it comes out of the welfare check prior to testing. The test should be done randomly, not "every six months."
