Europe and USA,what are your opinion about this?

People will only transition away from automobiles in the city when the city becomes more conducive to foot and bike travel. In Tel Aviv, the streets are generally too small to drive a car easily, and everything is within walking distance. In American cities, destinations are more spread out, meaning there is more incentive to have a car. Public transport is the better method for reducing vehicle usage in American cities.
