I've found that overflow boxes only skim the top of the tank?

and most of the waste in a bare tank stays at the bottom, requiring a siphon. Is there a way to design a filter that sucks up debris from the bottom of a tank, and include an automatic pipe-sealing mechanism in case of a power failure?
